Project Name:National Action Plan for Protected Areas in Lebanon (NAPPA)
Description:The Lebanese Ministry of Environment and UNDP contracted ECODIT to prepare a National Action Plan for Protected Areas in Lebanon. This activity falls under the EC Life Third Countries project “Strengthening the Institutional Structure for Protected Areas Management” (SISPAM). To prepare this report, ECODIT prepared three case studies on Protected Area Action Plans (Morocco, Croatia and Canada), interviewed 20 stakeholders from a number of agencies and organizations, reviewed the legal basis for existing protected areas in Lebanon and proposed a revised category system based on IUCN’s classification.

ECODIT presented the National Action Plan and the proposed category system during an expert meeting (20 participants) and also during a national workshop (40 participants). The NAPPA presents cost estimates for implementing the activities over a five-year time horizon and defines roles and responsibility for NAPPA implementation. ECODIT prepared a four-page brochure for public distribution summarizing the National Action Plan and the proposed category system and is currently assisting the Ministry in drafting a Protected Areas Framework Law. To achieve this, ECODIT worked collaboratively with the legal and financial specialists at the Ministry to assess different legal options for establishing four categories of protected areas: Nature Reserve, National Park, Natural Monument and Protected Landscape.
